How does Ontario online casino licensing work?
Two bodies stand behind every name on this page, and knowing which does what is the fastest way to read the market correctly. The Alcohol and Gaming Commission of Ontario (AGCO) is the regulator: it registers operators and gaming suppliers, writes the Registrar's Standards they must meet, and hands out the fines when they don't. iGaming Ontario (iGO) is the commercial counterparty: every private operator signs an operating agreement with iGO before it can conduct a single real-money game. Registration without an agreement means a company is approved but not yet live — DAZN Bet, for instance, was AGCO-registered in January 2026 and didn't launch until June 30.
One structural change matters for anyone who last read up on this before 2025: iGO used to be an AGCO subsidiary, which drew persistent conflict-of-interest criticism (the regulator's own child was a commercial party to the deals it policed). That ended on May 12, 2025, when the iGaming Ontario Act, 2024 took effect and made iGO an independent, board-governed agency reporting to the Ministry of Tourism, Culture and Sport. Day to day it changes little for players — same agreements, same directory — but it's why older articles describing iGO as "part of the AGCO" are now wrong. A telling practical detail: the AGCO's own "List of Registered Internet Gaming Operators" page no longer publishes a list at all — it simply refers you to the iGO directory. In practice there is now one canonical public register, and it's iGO's. That register is what the table below reproduces.

Why do 49 operators run 84 casinos?
The single most useful thing this table shows — and the thing the official register makes hard to see — is that Ontario's 84 "casinos" collapse into far fewer actual businesses. Apollo Entertainment alone runs seven brands (the Casino Rewards family: Zodiac, Grand Mondial, Yukon Gold and friends) under one registration. Skill On Net runs four, including PlayOJO. ElectraWorks Maple runs five, spanning bwin, the Party brands and the veteran Sports Interaction. Crown DK CAN runs both DraftKings and Golden Nugget — which is why our DraftKings and Golden Nugget reviews keep finding the same payment plumbing behind different skins.
Why should a player care? Three reasons. First, sister brands share infrastructure: the same KYC pipeline, payments team and support desk usually sit behind every skin an operator runs, so our findings about one brand's withdrawal behaviour (the thing we measure hardest — see our methodology) tend to transfer to its siblings. Second, compliance history attaches to the operator, not the brand: when the AGCO fines a company, every site it runs shares that record, even ones with spotless-looking front pages. Third, brand count is not market choice: if you self-assess as spreading risk across three casinos that all resolve to one entity, you haven't spread anything — your money is with one counterparty.
The reverse pattern exists too. Multi-vertical giants register one entity per group — BetMGM, FanDuel and 888 each run casino, poker and sportsbook as separate registered sites under one operator — while single-purpose specialists like GGPoker (poker only) or Neo.bet (sportsbook only) hold a full registration for one product. The register treats a poker room and a slots site identically; the table's verticals column is our attempt to give that distinction back.
Which operators joined or left Ontario in 2026?
The list is a moving target — it grew from 44 operators and 77 sites in May 2026 to 48/82 in July and 49/84 by September 1. Snapshot lists from even a few months ago are already wrong in both directions. The 2026 movements we've confirmed:

Two readings of this churn. The exits are concentrated among smaller operators for whom Ontario's customer-acquisition costs — inflated partly by the advertising restrictions we explain in the bonus rules guide — never penciled out. The entries skew the other way: global names (DAZN, Hard Rock, Fanatics) treating Ontario as their North American beachhead. Net effect for players: more choice at the top, less at the long tail, and a register you genuinely need to re-check before trusting any list, including this one.
How do you verify an Ontario casino's licence?
Don't take our word for any row above. The whole point of a regulated market is that you can check the primary source in under a minute:
- Open the official directory at igamingontario.ca's operator list (the player-facing version lives at their regulated-market page). The AGCO's operator-list page refers you to the same place.
- Search for the brand, not the company. The directory groups sites under legal entities, so look for "Jackpot City", not "Cadtree". If the brand isn't there and isn't OLG.ca, it isn't legal in Ontario.
- Match the domain, not just the name — this is where lookalikes hide (next section). The registered site is the specific domain iGO lists.

How do offshore lookalikes differ from licensed Ontario sites?
Ontario's register creates a strange side effect: offshore sites now borrow its credibility. Some run near-identical brand names to registered casinos; others plaster "available in Canada" or a Curaçao seal near a maple leaf and let you draw the wrong conclusion; a few simply are the same global brand operating a separate, unregistered international site alongside its legal Ontario one — which is why matching the exact domain matters. A .ca address proves nothing, Interac support proves nothing, and a foreign licence proves only that the site is legal somewhere else.
What you give up on an unregistered site is concrete: no AGCO standards on segregated player funds, no provincial dispute path when a withdrawal stalls, and no coverage by BetGuard, the centralized self-exclusion register that spans every legal operator on this page.
